Can a cop who is my neighbor arrest me because he does not like me?

ok this will be long but please read it all and let me know what i can do and what rights i have. and please note that i have most of this encounter on video.i woke up and heard violent yelling out in the front yard and went to investigate in nothing but a pair of shorts.when i got outside there was my neighbor in plane street clothes tasering my room mate so bad that he defecated his pants.the neighbor was in a unmarked car and he stated that he stopped my room mate for parking illegally on the street in front of our house. i have pictures of the same unmarked car parked outside of his house in the same manor on multiple occasions after he arrested me and my 2 room mates. we have been hared on multiple occasions before this for my 2 roomates being a married gay couple. our other neighbors even stood on our front lawn and called us all ****** and told us to leave the neighborhood. the cop stated to my room mate that the other neighbors were sick and tired of him driving through the neighborhood drunk and wreck l which was not true and never reported other than to him as a member of the neighborhood. he attacked the driver with a taser when he told him he had no right to search him or ticket him because in fact the road in front of the house is a private drive and there are at least 20 cars parked in the same manor everyday in this neighborhood and not one has ever been towed or ticketed by police as a parking violation. the arrest never had anything to do with being illegally parked and the arresting officer (the neighbor) impounded the car and filled out the charges for him driving a completely different car than the one that was impounded. somewhere along the line the parking violation was dropped or never reported but he is on video saying that was the purpose for his investigation. he was still charged with DUI and driving under suspension but was never given a field sobriety test,breath yzer or blood test.and those charges were filed as him driving a different car that was parked at the same house. i am sure that this was a hate crime from the start because the cop could not even get his own story straight. he tasered the driver multiple times and kicked the taser prong in so deep that it had to be surgically removed from the center of his back. then his backup arrived and they joined in on the beating. after the driver was in need of hospitalization one officer who had arrived in another unmarked car in plain clothes tryed to taser the drivers husband. when the taser failed he tackled him violently and repeatedly kneed him in the back of his head and handcuffed him. then proceeded to knee him a few times more and threaten me that i was going to go to jail too. i was at this point an innocent bystander and my voice is the only calm one on the video. believe it or not i was trying to ist the officer by calming down my friends but they still threatened me with violence. after the second cop told me to back away or i was going to jail( at this point i was at least 10 foot away from any of the officers to avoid being caught up in the ault) i walked inside to call the attorney. soon after i was inside looking for the number a third officer walked in and asked me to step back outside because he wanted to make sure i was not looking for a weapon. i said ok sir and walked outside with him.i was still very calm as i had been throughout the whole ordeal and then the officer asked me to put my hands behind my back. i did so and he put the hand cuffs on me very gently and even used the pin hole lock to make sure they did not clamp too tight. i then asked if i was under arrest and he told me no.it was a precautionary measure. he walked me to his car and asked me to have a seat while he dealt with the other guys. i did so calmly and without a word. after about 15 minutes he asked me to step out of the car and searched me then put me in a different car with my room mate.another officer walked up and cursed me and my room mate out and told us both we would be going to jail for a long time.my charges where resisting arrest and/or aulting an officer. i served 3 days in jail before bond was offered. the officer who said this is the officer that we have a pending civil lawsuit against because he was called out to our house on a previous date (about 2 months before this altercation) for a false call that was placed by one of our neighbors about the kids we had visiting. the accusation was that we were molesting the children and giving them alcohol. he completed his investigation and determined that it was a false report. the cop was visibly frustrated that he had no case and my room mate (the driver) told him to leave and he proceeded to enter the house and shoot his taser in a room full of kids. he missed and the prongs were stuck in the wall near one of the kids. he then kicked in the door and tasered him when more cops showed up and charged him with resisting arrest. how is this possible??
